22Bet Ghana vs Betway Ghana: What the Regulator’s Register Says, and Where It Disagrees

What we did, and what we could not do

Both operators require a Ghanaian mobile number to complete registration, and 22Bet additionally requires a Ghana Card document number. We hold neither. We could not deposit, could not bet, and could not request a payout at either brand.

What we did do: we worked through both registration flows to the point where they stopped us, read both operators’ published bonus terms and licence disclosures, contacted both support teams, and checked both brands against the Commission’s register. Every screenshot on this page is ours, captured on 21 August 2026. We have written to both operators requesting test accounts, and if either agrees we will run the full protocol and publish a scored review.

The two forms tell you something before you have deposited a cedi. Betway wants a phone number, a password, a date of birth and an age confirmation. 22Bet wants all of that plus your first name, surname and a Ghana Card document number, and it asks for the Ghana Card at sign-up rather than at withdrawal. Neither approach is straightforwardly better. Front-loading identity checks is a nuisance when you want to bet in two minutes, but it usually means fewer surprises later, because the operator that verifies you at registration is not the operator that freezes your first withdrawal pending documents.

The headline finding

The Gaming Commission of Ghana licenses by activity, not by brand, and runs separate categories for sports betting and for online casino. On the register covering 1 January to 31 December 2026, Betway appears twice, once under Sports Betting and once under Online Casino. 22Bet appears once, under Sports Betting, and is not among the 20 operators listed in the Online Casino category.

22Bet’s own footer says otherwise. It states that Lantini Limited is licensed by the Commission both as a bookmaker and as an online casino operator, and publishes a licence number for each.

We are not in a position to say which source is right, and we will not pretend otherwise. What we can say is that Betway’s casino licence is corroborated by both the register and its own footer, while 22Bet’s is corroborated by one of the two.

What each operator publishes about its own licences

Betway’s footer gives us something extra worth pausing on. The address it publishes, 32 Castle Road in Adabraka, is the same address recorded for Sports Betting Group Ghana Limited on a separate Commission list dating from 2022. Two documents, four years apart, different publishers, agreeing on the company and the premises. That is the kind of corroboration we like and rarely get.

How Ghana actually licenses a gambling operator

Almost every comparison you will read treats a Ghanaian licence as a single thing a brand either has or does not have. That is not how the Commission works, and the difference is the reason this page exists.

The Commission licenses under the Gaming Act 2006, Act 721, and it licenses by activity. A company applies for permission to run a specific kind of gambling business, and that permission covers that activity and not the others. An operator that wants to take football bets and also run slots needs two separate licences, applied for, paid for and renewed independently. The register reflects this: it does not list brands, it lists licences, one row per activity, so a brand licensed for two things appears twice.

Those counts come to 85, which is the number of rows in the table we obtained. An earlier retrieval of the same page reported 89 entries, so up to four rows may sit outside what we saw. We come back to what that means below. The practical upshot is simple: when a review tells you a brand is licensed in Ghana, ask licensed for what.

Where each brand sits, category by category

The prefixes are consistent across every operator we have checked. GCSB denotes a sports betting licence and GCCA a casino licence. Both operators use them correctly, which tells us the numbers are at least the right shape.

Three ordinary explanations for the gap

Before this hardens into something it should not be, here are the innocent readings, and we think at least one of them is probably right.

• The register may lag. A licence granted or renewed part-way through a cycle may not appear immediately. Every row we saw was dated 1 January 2026, which suggests a bulk annual update rather than continuous maintenance.
• Our copy may be incomplete. We hold 85 rows and an earlier retrieval indicated 89. If one of the four rows we did not see is a second 22Bet entry, there is no discrepancy at all.
• The categories may not map cleanly. The register runs seven operation types, including a separate Remote Interactive Games category. How a given product gets classified between those is not something the Commission documents publicly.

What none of those explanations do is remove the asymmetry. Betway’s casino licence can be confirmed from two independent directions today. 22Bet’s can be confirmed from one. That difference is real regardless of why it exists, and you are entitled to weigh it.

Who actually holds each licence

Take Betway first, because it is the straightforward one. The footer names a Ghanaian company and gives a street address in Accra. That company and that address both appear, unchanged, on a Commission list published four years earlier. Behind it sits a group that files public accounts on a US exchange, which means there is a body of disclosure about the business anyone can read.

The 22Bet side is thinner, and not because anyone is hiding. The footer names Lantini Limited, which does appear on the 2022 list at a Spintex Road address, so the Ghanaian entity is real and identifiable. What is missing is the connection upward. International 22Bet is operated by TechSolutions Group N.V., a Curacao company, and we could not find any published document setting out how Lantini Limited relates to it. They may be part of one group. Lantini may be a local licensee running the brand under agreement. We do not know, and neither will you from anything either company publishes.

Why that matters for the Curacao licence everyone cites

Search for 22Bet and Ghana and you will be told, repeatedly, that the operator holds a Curacao licence alongside its Ghanaian one, usually with the number 8048/JAZ2017-067 attached. That licence belongs to TechSolutions Group N.V. The company named on the Ghana site is Lantini Limited. Those are two different legal persons, and a licence issued to one is not automatically a protection you can invoke against the other.

There is a further wrinkle. That number is of a type issued under the old Curacao master-licence system, replaced when the Curacao Gaming Authority took over direct licensing in 2024. At least one source records the licence as having run to November 2023. We could not confirm its current status, and the 22Bet Ghana footer does not mention Curacao at all.

None of that means a Ghanaian 22Bet player is unprotected. It means the specific protection you have been told about, by a great many pages, is one we could not verify applies to you. When a site tells you a Curacao licence backs up your Ghanaian account, ask which company holds it.

What happens if something goes wrong

Nobody enjoys reading this part until they need it, at which point it is the only part that matters. Your first step with either operator is the same: complain to the operator in writing and keep every reference number. Most disputes are resolved or abandoned at this stage, and no regulator will look at a case you have not raised with the operator first.

If that fails, the Commission is the escalation route, and it accepts complaints by email, by post, and in person at its premises in Accra. Its jurisdiction follows the licence. For a sports betting dispute, both brands are on the register in that category and your complaint concerns licensed activity. For a casino dispute, Betway is likewise on the register. With 22Bet you would be asking the Commission to look at a category where the operator publishes a licence number its own register does not currently show. We cannot tell you how that would be received. It might be entirely routine. It is simply a step less certain, and you deserve to know before you deposit rather than after.

Beyond the regulator, options thin out quickly. Neither operator publishes an independent alternative dispute resolution provider for Ghanaian players, which is standard for this market but worth stating plainly. Chargebacks through mobile money are not a realistic route.

Bonuses: what each operator actually offers

This is where published figures scatter most wildly, so everything below is read directly off the operators’ own promotion pages and terms, not from other review sites. Where we could not see a figure ourselves, we say so rather than filling the gap.

22Bet sports welcome package. The advertised number is 5,000 GHS. The terms show how you would reach it: 100% up to 1,300 GHS on the first deposit, 50% up to 1,250 on the second, then 25% up to 1,250 and 25% up to 1,200 on the third and fourth. Getting the full amount means depositing across four separate occasions, and the match rate on deposits three and four is a quarter of what the banner implies. The minimum qualifying deposit is 12 GHS.

22Bet casino welcome package. A second 5,000 GHS headline, this one for casino play. One term is easy to miss and worth flagging: each deposit bonus must be wagered before the next becomes available, so the four are sequential rather than something you can stack. Note also that this casino offer is promoted by an operator whose casino licence we could not find on the register. That is not an accusation, but if you are weighing the casino package specifically, the licensing sections above are the ones to read again.

Betway welcome offer. Betway’s structure is simpler: 100% up to 5,000 GHS as a free bet on the first deposit, plus 10 free spins on Hot Hot Betway and 10 free flights on FlyX Party. One deposit, one match, two small extras. There is a meaningful difference in kind that headline numbers hide: Betway’s match is credited as a free bet, not as cash, which constrains how it can be used and what happens to the stake when it wins.

Both brands advertise 5,000 GHS. Reaching Betway’s requires one deposit; reaching either of 22Bet’s requires four. Which is genuinely more generous depends on wagering terms, and that is exactly where we hit the limit of what we can verify without an account. The full terms behind both offers sit inside the account area or behind further clicks we could not complete. Third-party sites publish 22Bet wagering as anything from five times to fifty times, and we are not going to pick one. What we did read ourselves is everything in the tables and screenshots above: match percentages, per-deposit caps, minimum deposits, free spin counts and the sequencing rule.

Sports betting: markets and coverage

22Bet displays its event counts openly in the lobby, which is unusual and helpful. At the moment we looked it showed 881 live events and 9,168 upcoming across its sports section, with markets extending well beyond the obvious into low-tier European leagues and minor competitions. Betway does not publish an equivalent count on its homepage, so we have no comparable number for it and are not going to estimate one.

What we can say about shape rather than size: 22Bet’s interface is dense, with a Russian Cup match and a Spanish La Liga fixture visible in the same viewport and multiple market columns per event. Betway’s front page is sparse by comparison, pushing you to choose sport or casino before showing you anything. Both carry Aviator prominently, and Betway gives it a dedicated slot in the top navigation alongside sport, live and casino.

Betway’s sponsorship portfolio is on display on its own homepage, with Arsenal, Manchester City, Manchester United and Formula 1 badges. That tells you about marketing spend rather than about how quickly it pays out, and we mention it only because it is often presented as a trust signal when it is really a budget signal. The Super Group listing is a better trust signal, and it appears nowhere in Betway’s Ghanaian marketing.

Casino and games

Both operators run a casino section reachable from the main navigation, and both promote crash games heavily. 22Bet’s lobby advertises a welcome pack of up to 5,000 GHS with 60 free spins and runs a separate Aviator promotion offering up to 30 free flights. Betway promotes Hot Hot Betway as its own branded slot and FlyX Party as its crash title.

Beyond that, we are going to disappoint you deliberately. Counting a casino lobby properly means being inside it with an account, filtering by category and recording provider names. We could not do that at either brand. Figures like “over 5,000 games” or provider lists naming Pragmatic Play and Evolution are published widely for both operators, and none of them are sourced to anything we could check. Our own 1xBet review carries a game count because we counted it in a funded account; these two do not carry one because we did not.

The one thing we will say about casino play here is regulatory rather than recreational, and it is the finding at the top of this page. If you are choosing between these brands specifically to play slots or live dealer tables, Betway’s permission to offer them in Ghana is confirmed on the Commission’s register and 22Bet’s is not.

Payments and withdrawals

This is the category we weight most heavily when we do score an operator, at 2.5 out of 11.5, because in Ghana it decides whether a casino is usable at all. It is also the category where we can tell you least here, and we would rather be blunt about that than dress up other people’s numbers as research.

We realise a table of unknowns is not what you came for. It is, however, the accurate answer, and it is the reason this page exists in the form it does. If you find a review that states 22Bet’s exact minimum withdrawal and daily limit with total confidence, ask yourself where that figure came from, because it did not come from a test the author documented. Where we do publish withdrawal times, they come from transactions we requested and received ourselves, and those are collected on our page covering the casinos we have timed ourselves.

Tax on your winnings

Good news, and it applies identically to both. Ghana introduced a 10% withholding tax on gambling winnings in 2023 and repealed it in April 2025 under the Income Tax (Amendment) Act 2025, Act 1129. Winnings from a licensed operator are not taxed at source, and what lands in your mobile money wallet is yours. The levy on operator gaming revenue was not repealed, so the industry still pays. If you see a review published before mid-2025 telling you to expect a 10% deduction, that review is out of date, and so is any page still repeating it now.

Customer support: what happened when we tried

This is the one head-to-head on this page that is entirely first-hand, and the two experiences diverged sharply.

At 22Bet we opened a chat and received three consecutive automated messages apologising for the wait, followed by an introduction from a virtual assistant called Betty. No human agent joined the conversation during our attempt. The messages were warm and well written, and they were not answers.

At Betway we reached a person. The agent asked for a date of birth and an account or cellphone number, then, when we explained we could not log in, responded to that specific problem and asked for the phone number linked to the account. It was a scripted verification flow, it was slightly stilted, and it was a human being working through our issue rather than a queue message.

Two caveats, because one test is not a service-level measurement. We contacted both once, at the same time of day, on the same day. 22Bet may well connect agents reliably at other hours, and its bot may resolve common questions perfectly well. What we can report is what happened when a prospective customer with a problem tried each channel: one of them produced a person, and the other produced a chatbot.

Registration, verification and account security

One detail on that table deserves more than a row. Betway’s password field specifies eight to ten characters, and a maximum of ten is restrictive by any current standard. Long passphrases are the single most effective thing an ordinary person can do to secure an account, and a ten-character ceiling rules them out. It may indicate a legacy constraint in the account system. We are noting it because it is the kind of thing nobody mentions and everybody should, not because we have evidence of any breach.

On the other side, 22Bet asking for the Ghana Card at registration is a point in its favour operationally, whatever the licensing picture. Identity checked at the door is identity that cannot be used to stall a withdrawal later.

Everything side by side

So which one

We are not going to hand you a winner, because we have not funded either account and a recommendation without a payout behind it is worth nothing. What we can do is tell you which considerations actually separate them.

Put plainly: if you are here for sports, both are licensed for it and the choice is about depth of markets against clarity of corporate structure, and reasonable people will weigh that differently. If you are here for slots and live dealer games, one of these two has that permission confirmed on the regulator’s register and the other does not, and we think that should decide it until 22Bet’s casino entry can be confirmed.

There is also a third answer, which is neither of them. If what you actually want is a casino we have deposited at, withdrawn from and documented with a request time and a reference number, this is not that page. Checking an operator yourself, in about a minute

• Scroll to the bottom of the operator’s Ghana site and read the footer. It should name a company, not just a brand, and give one or more licence numbers.
• Check the prefix against what you plan to do. GCSB is sports betting. GCCA is casino. If you intend to play slots and see only a GCSB number, stop and ask why.
• Open gamingcommission.gov.gh, go to Licensed Operators, and search the register for the trade name. Confirm the operation type matches what you want to play and that the expiry date has not passed.
• If the operator appears under sports betting but not online casino, that is not proof of wrongdoing. It is a reason to ask the operator directly, in writing, before depositing.
• Ignore licence numbers published by review sites, including ours. Read them off the operator’s own footer and check the category on the regulator’s register.

That point about ignoring review sites is not false modesty. The industry publishes at least six mutually contradictory licence numbers for these two brands, and the reason is that the current register does not publish numbers at all, so every number in circulation came from somewhere other than the regulator. Ours came off the operators’ own footers on 21 August 2026, and we have said exactly where each one came from so you can repeat the check rather than trust us.

The exact limits of what we verified

• The register we checked: the Commission’s live licensed operators register, retrieved 20 August 2026, showing licences issued 1 January 2026 and expiring 31 December 2026, listing trade name, operation type, dates and location.
• How we reached it: Ghana restricts access to the Commission’s site from outside the country and our desk is not in Ghana. We could not load the page directly in a browser and obtained the table through assisted retrieval. That is weaker than reading it ourselves and we would rather say so than imply otherwise.
• A gap we cannot close: an earlier retrieval reported 89 entries in total. Our table contains 85 rows and our category counts add to exactly 85 with nothing unaccounted for. Up to four rows may be missing. If one were a second 22Bet entry, the discrepancy on this page would dissolve.
• What the register does not contain: no licence number column, no legal company name column, no address column. Any site quoting you a 2026 Ghanaian licence number did not get it from the regulator.
• What we could not test: deposits, withdrawals, payout speed, real bonus terms in a live account, game counts, KYC turnaround, odds margins. Nothing here is a payout claim.
• Check it yourself: the Commission publishes the register at gamingcommission.gov.gh under Licensed Operators. If what you see differs from this page, trust the register, and please tell us.

Responsible gambling

Betting should stay fun. Gambling involves risk and should never be treated as a source of income, and you must be 18 or older to play at either operator.
